A 35 year veteran of the construction industry, Ray was appointed Executive Vice President of the newly formed National Construction Alliance.  Prior to this promotion he served as Executive Director of the National Heavy and Highway Alliance beginning in November, 2001.  In that role, he was responsible for administering every aspect of the Heavy and Highway program including its Project Agreement, all marketing strategies, legislative bills regarding the industry, its budget and staff.

Preceding the formation of the independent Heavy and Highway Alliance, Ray was named the first Director of the newly created Heavy and Highway Division of the Building and Construction Trades Department, where he served for four and a half years.

From 1988 to 1998, Ray served as an assistant to the General President of the International Union of Operating Engineers, where he also assumed responsibility as Director of the IUOE Construction Department in 1993.  He served on numerous labor-management committees including the National Maintenance Agreement Policy Committee, the Board of Directors of the NMAPC, Chairman of the NMAPC Wage Appeals Subcommittee, the National Joint Heavy and Highway Construction Committee, trustee to the Construction Industry Labor-Management Trust and to the General Presidents/Associated Maintenance Contractors Labor-Management Trust Fund, and as Chairman of the GPA-AMC Education Committee.

Ray also served as an IUOE International Representative covering the mid-West, after 13 years “in the seat”, first an apprentice crane operator and then as a journeyman crane operator with IUOE Local 324 in Detroit.

Ray holds a Bachelor or Arts degree in Labor Studies from Antioch University.

Mike D’Antuono

Mike has over 35 years of construction industry experience, and is recognized throughout the country for his skills in labor relations, collective bargaining and negotiations. He joined Parsons Construction in 1975 as a “Labor Advisor” on the massive Alaska Pipeline project. Working with the likes of Arco and Sohio on their oil and gas modular fabrication and construction projects, he was originally assigned to construction sites throughout the Northwest, including Alaska. In the late 70’s, Mike was assigned to Parsons headquarters in Pasadena, CA, and assumed the administration of labor relations activities on major company projects, emphasizing labor/management cooperation and safe working environments and conditions for all building tradesmen.

Mike assumed the Presidency of Parsons in 1991 and was instrumental in establishing labor relations policies for clients that provided cost effective controls and practices to meet their objectives while establishing strong and fair relationships with organized labor He negotiated and administered ground breaking Project Labor Agreements for major infrastructure and government projects such as the Seattle-Tacoma Airport, Los Angeles International Airport, Oakland Port and Authority expansion, Lawrence-Livermore Laboratories, Southern Nevada Water Authority, and the Los Angeles Unified School District.

Mike also served as Chairman of the North American Contractors Association (NACA) based in Washington, DC – a trade organization consisting of the largest industrial contractors in the United States. He graduated from the University of Washington and did graduate studies at the University of Southern California, where he is currently an adjunct professor lecturing on collective bargaining and labor relations.
